Its initial intentions was to ensure that the federal government allowed an equal opportunity to all the citizens in the United States, as related to opportunities for employment. According to the Office of Equal Opportunity at UC Irvine, "On March 6, 1961 President John F. Kennedy issued Executive Order 10925, which included a provision that government contractors, "take affirmative action to ensure that applicants are employed, and employees are treated during employment, without regard to their race, creed, color, or national origin." (UC Irvine, 2014, p.1). Lyndon B. Johnson, issued an executive order, which was found to supersede the order by John F. Kennedy. Around the time when he also was enacting Medicare and Medicaid services in the year 1965, "President Lyndon B. Johnson issued Executive Order 11246, prohibiting employment discrimination based on race, color, religion, and national origin by those organizations receiving federal contracts and subcontracts"(UC Irvine, 2014, p.1).It also becomes imperative to mention that the verbiage of 'sex; was not added until an amendment by the president in 1967. Very interesting to many was the extent of equal opportunity that was required. Included in this area was not only employment directly, but also promotions. Additional literature will show this also was to include recruitment, termination, compensation rates and selection. These are all issues that became for some time vital to human resources personnel, as they had to ensure that they did not break any rules related to the industry.It is very interesting that many have never understood what affirmative action truly is. By definition affirmative action is, "A set of procedures designed to eliminate unlawful discrimination between applicants, remedy the results of such prior discrimination, and prevent such discrimination in the future"(Cornel Law, 2014, p.1). Surprisingly, affirmative action has been viewed in various arenas. Used not only in government labor contracts, affirmative action has also been viewed indirectly. Some example are in federal home loans; which promotes minority owned banks, to ensure minority and women can attain business loans from various agencies, and also used at the levels of state government. Great examples of states the enforce affirmative action rules are Florida, which, "Allows municipalities to set aside up to 10 percent of dollar amount of contracts for procurement of personal property and services to award to minority businesses," and Louisiana which, "Requires establishment of annual participation goals for awarding contracts for goods and services and public works projects to minority- and women-owned businesses" (US...
