Evaluating the Orion Shield Project (W8IA)Executive SummaryGary Allison, an engineer at Scientific Engineering Corporation (SEC), was approached by the director of engineering Henry Larsen who wanted to appoint Gary as project manager of the Orion Shield Project, a project proposed by First Technical Interchange (FTI). Gary had no experience with project management, but he was now responsible for managing a huge project requiring a team of experts and careful planning and execution of very delicate testing and mixing of raw materials for FTI. Due to Gary's lack of experience in Project Management, he worked 16 hours for two consecutive months almost every day. In addition to long hours, Gary had to deal with maladministration and lack of trust. By the end of the project, Gary almost lost his mind and was returned to his former position as a project engineer with no explanation as to why that decision was made. Henry Larsen was the driver in the project and he chose Gary, who he knew to be a project engineer to act as project manager, a task totally different from what Gary did. Henry Larsen was as responsible as Gary Allison, for the technical, ethical, legal, and contractual failures suffered by the project. There was a greater likelihood of achieving the goals of the project if the organization had made arrangements for technical, ethical, legal and compliance oversight of the project.BackgroundThis paper is based on the experiences of an engineer who was given an opportunity to act as a project manager on the Orion Shield Project, a $2.2 million project. Gary Alison was a successful project engineer at Scientific Engineering Corporation (SEC) with fourteen (14) years experience. SEC was attempting to compete solely as a low cost production facility and engineering organization to support its production requirements from the R&D business.Henry Larsen, the director of engineering at SEC met with Gary to discuss testing of the material mix and discovered that the materials were effective from -65 to 130 degrees but Henry wanted to erroneously report the parameters as -65 to 145 to the customers, First Technical Interchange (FTI). After several meetings and the completion of the final proposal, Gary was promoted from a project engineer to project manager. Gary wondered why the position was offered to him since SEC has several good program managers. Gary Alison worked along with Paula Arnold, the Chief Project engineer.During the course of the project, Gary faced many challenges. One of his the major challenges was staffing the project. This was because engineering managers were reluctant to give up their key staff members for the Orion Shield Program.
