Australian Bureau of statistics (ABS) released a publication projecting the population of New South Wales will increase by 1.4 million residents by 2030, and then almost doubling todays population by 2060 with a projected forecast of 8.5 million . Land was always thought to be easily accessible and able to supplement the demand for the ‘great Australian dream’ of quarter acre lots. This to date has resulted in the urban sprawl, and a reluctance in the Australian demographic to accept that the existing structure needs to be reformed to be accommodate a higher population. In considering these two factors, urban strategies must be understood in how they apply at various scales to be successful. Residential density does not always result in higher intensity of built form, nor should it be constrained by a single site. If Site Density is at a lot level, Urban Density can be identified as the district including other uses in the vicinity and transport . One example includes the Global Sydney Vision addressing affordability and other socio-economic factors at a metropolitan level and state environmental planning policy affecting the outcome on a site level.

Affordability, has been a key debate and stressing point for several years. Though New South Wales government incentives and release of land has stimulated affordable land and house packages to be built in the suburban estates in the greater Sydney regions. The inner west suburbs of Sydney remain under supplied, and demand for these areas have seen house median prices rise above $1million. It is the other affordability factors that drive this demand. Most notably, the rising petrol prices has reduced the appeal of suburb living, where vehicular transport is required on a daily basis not only to commute to work but to other amenities critical to livability including tertiary education, coastline and the city entertainment offerings. Economic researches has highlighted that the cost of transport today can be up to one fifth of the household income and can consume 2 – 3 hours a day. Expanding and new suburbs only increases the negative impact and pushes government and household costs of infrastructure higher.

The draft Metropolitan Strategy for Sydney is a good example of how urban strategies at an urban scale are creating a more workable higher density models. This planning document has a focus on delivering a masterplan for additional housing and jobs, by retrofitting corridors and redirecting growth alongside good transport connections. The 2031 Sydney vision includes several regional cities and a second central business district at Parramatta.

Half of the targeted 625,000 new jobs are planned to be in western Sydney regional and sub-regional cities . Potentially these new houses, new jobs and various other uses, co-located will reduce individual’s commuting time, transportation costs and negative impacts on the already congested public and private transport infrastructure. This masterplan is an overarching strategy identifying areas for a higher urban density and limits for future suburban expansion. This simplifies the process of drafting the specific regional plans that detail the rezoning, maximum heights and FSR controls of the city centers and along the corridors.
