The reading material indicated a number of skills, as well as a conceptual and very real understanding of the dynamics of domestic violence that an officer must have when interviewing a victim of domestic violence. The skills can be logically grouped into these categories: Victim-perpetrator relationship, pre-interview, interview/evidence gathering, and aftermath.
A thorough understanding of what makes the dynamics of domestic violence different than non-domestic violence offense. The victim-perpetrator relationship is an ongoing and important part in both the perpetrator and victim’s life. Once the immediate threats to officer and civilian safety are brought to an end, de-escalating the participants further is in order. Calm interaction with those involved is a must as you and your partner may be the only calm persons at the scene. In addition to remaining calm, it must be clear to those involved that you have taken control of the situation and will remain in control. This should not be done aggressively; an appropriate amount of firmness should be exhibited. Once this is established, separate the participants from each other. The perpetrator should not be able to see, hear, or be able to get to the victim as they will attempt to continue to exert control over the victim. During the separating, the de-escalation process should continue. While some perpetrators will present as calm, others will not be. In most incidents the victim will not be calm, and may not be cooperative. Understanding why the victim presents this way is very important. The victim has just been physically assaulted, a disorienting and physically, psychologically, and emotionally intense and painful experience. Further, the victim may not have been the one who called the police and may not even desire police intervention. When people are agitated, in this or other situations, many times they want to be heard. This brings us to the next portion, the interview.
Calmly reassuring the individual that you are here to listen and then allowing the person to talk without interruption, even if the topic appears unrelated, without interruption is critical to the de-escalation process. Verbal and non-verbal behavior indicating that you are calm, listening, and interested in what they are saying has a calming effect and should significantly reduce agitation and panic. Presenting as understanding the seriousness of the situation is of great importance to the victim. Once the person calms down, the usual next priority in their minds is “what will happen next?”. Giving the victim a brief step-by-step overview, allowing for questions, should allay these immediate concerns.
Once the immediate concerns have been addressed, the next step is to gather information. This is another situation where being able to read an individual is very important. Some people respond to a professional, somewhat detached approach to gathering information while others prefer a more conversational approach. In either case, knowing what information is needed beforehand is important, most commonly the interviewer needs to address four issues: victim identification (the injured party may very well not be the victim), risk of future violence by the perpetrator, evidence gathering, and outcome determination.
During this interview, nonverbal and verbal indications of interest should be displayed. The interviewer should first allow the person to describe the incident with minimal interruption. Use this as a chance to formulate a loose strategy to obtain information and formulate questions and/or...
