The international movement towards the protection of children is not a new movement since the beginning of this century. It has been developed through three main stages. The first stage was between 1924-1959 through the declaration of Geneva; it considered the child as a weak creature mainly in case of war and catastrophes. Also, the Second World War was an incentive factor to improve the way children were looked after. Then, various reports appeared like Monkton which insisted on founding a single local authority to shoulder the care of children deprived of a normal home life. Such an event remained the corner-stone of the emergence of voluntary organizations in child care. The second stage began from 1960-1987.In this stage, the issue of children must have special care from the whole world. Such gains were thanks to a series of world summits, and agreement for the child as well as to numerous campaigns against the high profile of child abuse and exploitation. Thus, children are regarded as weak creatures needing care and protection but rather as humans with special rights. The third stage has started since 1989. It has been the rosy period for a child; child care reached its peak by dint of the Convention of Children’s Rights (CCR). In this stage, a child has been regarded as a human being with an independent personality. Indeed, the purpose of all these efforts has been to ensure the full enjoyment of a better life or children in their societies.Over the span of these sixteen years much development has been made in the area of children’s rights. The entry into force of the CCR helped to accord a political priority to children. For instance, a record 191 countries signed the convention. Some 155 prepared national programmes of actions to implement the summit.It is clear that such an international treaty marked an important shift in thinking towards a right-based approach. The convention has created a new vision of children as bearers of rights rather helpless recipients of charity. These rights mostly cover every aspect of children’s needs and can be broken down in to the following main categories. To begin with, the rights to survive and develop among the priorities of the convention of children’s rights. In this regard, all children of the world have the right to live and to have the basic needs such as adequate living standards, shelter and medical care. Further, a child should be provided with his fullest potential like access to education, play, leisure, freedom of thought and so on. Such rights are indicated in articles 6-27-31-24 of the CCR. Next, participation rights truly offer a vision of child as a human who should be prepared to be a contributive individual to society.
