Every country has different circumstances for the offences.
Firstly, Japan is known as a one of most safety country in the world. Secondly, New Zealand has an aspect which is a trend of raising crime rate especially petty ones.
I have been watching Japan as citizen for more than forty years, and, I had an opportunity to see the New Zealand’s now and past as a foreign student. Based upon these observations, I am going to exploring provisions or solutions for the rising crime rate.

And this is why only japan is very shinning at night which were recognised by the space-shuttle and satellites. This kind of theory might be true. Brightness is an important fact to the crime prevention. Because, young girl could walk by herself at night in this country. She is safe most of times if she walks under the streetlamps.
By the way, I had visited New Zealand from1993 to 1995. The city was small and called Whangarei. I still remember that dwellers were very friendly, everybody smiled, laughed, and drunk beer on the own garden at the end of the day even unemployed. Obviously, there were small crimes like, burglary at that time but they had trusted neighbours.
