La crisis y recesión económica global que estalló en setiembre de 2008 afecta a todos los países del planeta. No hay territorios blinda- dos. Como se señala en este trabajo, los ciclos de expansión y contracción son parte consustancial de la historia económica.
En la década del 90, en América La- tina, el ciclo de modesta expansión que se extendió entre 1991 y 1994
fue seguido por la retracción deriva- da del «efecto tequila» y de la crisis asiática. Los efectos políticos de esta contracción económica fueron diver- sos y complejos, pero tuvieron mu- cho que ver con lo que se ha dado en llamar el «giro a la izquierda» en las preferencias electorales de un sector importante de la población.

Tras cinco años de bonanza, América Latina sufre los efectos
de la crisis mundial. Aunque la región se encuentra en mejores
condiciones que ante otras crisis, su impacto se sentirá, especialmente
en países como México, sumamente dependientes de Estados Unidos.
En este marco, la crisis económica podría reflejarse en una mayor inestablidad política en algunos países, dependiendo no solo de
factores económicos sino, especialmente, de cuestiones políticas.
Lo central, en todo caso, es que la tormenta económica no
necesariamente generará una tendencia homogénea ni una corriente
de opinión masiva en una misma perspectiva, sino una mutiplicidad
de caminos que dependen de cada situación nacional.
