Downsizing And Job Uncertainty Within The United States Army

Currently the United States Government is forced to take measures to reduce their operating budget. One course of action is sequestration. Under sequestration, an amount of money equal to the difference between the cap set in the Budget Resolution and the amount actually appropriated is "sequestered" by the Treasury and not handed over to the agencies to which it was originally appropriated by Congress, (Johnson, 2005). Sequestration will affect all departments in the government. Unfortunately it will affect myself as a senior enlisted leader in the United States Army. Prior to 2011 an E-4/Specialist could stay in the Army for 10 years, currently they can only be retained eight years (Feickert, 2013). The procedures that the Army has in place is not only meant to reduce its force, but to shape behavior, as stated by (Robbins & Judge, 2009, p. 59), shaping behavior is the process of systematically reinforcing each successive step that moves an individual closer to the desired response. The Army shapes the behavior by establishing policies that will increase its competiveness for personnel that want to continue serving, poor performance and stagnation won’t be tolerated.
As a leader in the Army I need to ensure that the perception of my Soldiers is that leaders still care for their well-being, training, and education. The perception of some is that the Army, and its senior leaders don’t care about them, and will do anything to reduce our numbers to meet the goals set by DOD leadership to reduce the force. As a leader I must be aware of negative perceptions and enforce positive behavior as stated in the Bible, “But to this very day the Lord has not given you and understanding mind, perceptive eyes, or discerning ears!” ( NET, Deuteronomy 29:4).
Soldiers and leaders need to have positive personal attributes and personality traits to keep a positive out-look during force restructure and uncertainty. The ability to self-monitoring is key, “A personality trait that measures an individual’s ability to adjust his or her behavior to external situational factors” by (Robbins & Judge, 2009, p. 113). Soldiers currently understand the need to stay competitive in Army. The tolerance for poor performance won’t be accepted.
