In the United States of America, guns are one of the top causes of unnatural deaths. Therefore, guns must be regulated in this country, so that we as a country can decrease the number of murders caused by gun use. This can happen only if the punishments for illegal actions involving guns are reinforced and there is an increase in security in all public locations. Amending the current second amendment, so that guns should be given only to police and people with a clean record and all guns must be purchased through the Federal Law Enforcement Agencies.
When implementing this amendment the reinforcement of punishments for illegal actions involving guns is extremely crucial in helping decrease the number of murders due to guns. It serves as a threat to all gun owners and murderers as well as non-gun owners. Gun owners and murderers will know that they must be careful with what they plan on doing with their gun because they could be locked up in jail for life if they commit a crime and for non-gun owners, they know that if they are even interested in purchasing a gun for any reason, they will have to be careful. Illegal actions involving guns include buying guns for others and the buying and selling of guns illegally. Buying guns for others such as people who are underage or have a bad police record would be an illegal action, which would result in a punishment for both the actual person in need of the gun and the person purchasing it for them. The person purchasing the gun for them would receive the punishment because they have committed an illegal action by purpose most likely. A jury in court would decide whether it was known that they were committing an illegal action. If it were known, the punishment would be a 10-year jail sentence, if it were unknown, the sentence would be a 2-year community service sentence. When a gun is sold and purchased, a certificate of ownership must be published. When a gun is sold and purchased illegally, a certificate of ownership will not be published. For people who do buy and sell guns illegally, the punishment would be a 10-year jail sentence. Threatening people with larger punishments will have a positive affect on the annual number of deaths due to guns.
Most importantly, guns should be given to police and people with very clean criminal records. Police are to receive one and only one gun, no matter their position. People who have never had a criminal history may purchase a gun. If they have even the slightest crime on their criminal record, they will not be able to purchase nor own a gun.
