Emphasize the Implementation of ICT Usage in Managing Data Records for Effective Service Delivery
1.0 Introduction
The author's title is about the importance of managing and keeping data records
by emphasizing the implementation of ICT usage. As we know that ICT plays important roles in
our daily lives in new era. Even our government recognizes the importance of ICT in enabling
economic growth. Pervasive adoption of ICT across all sectors of the economy not only
support the growth of the sector but also increase efficiency, productivity and raise the
nation's overall competitiveness. Proactive initiatives have been taken by the government in
promoting and developing ICT as a sector and enabler through successive economic
development plans as well as various strategic policies and programmers.
Under the 10th Malaysia Plan and Government Transformation Framework, ICT
continues to be the critical foundation for enabling delivery and creating advanced solutions
for many initiatives identified under ETP and GTP. (Blueprint ICT Handbook, 2008)
1.1 What is ICT?
ICT stands for Information and Communication Technologies and it can be
defined as a diverse set of technological tools and resources used to communicate, create,
disseminate, store, and manage information (Tinio, 2003). Examples of ICT include
radio, television, video, digital versatile device (DVD), telephone, radio, satellite

systems, management information systems, computer and network, hardware and
software, as well as the services associated with them, such as videoconferencing
and electronic mail.
Same identification from World Bank (2004) said that ICTs' consist of hardware,
software, networks and media for collection, storage, processing, transmission and
presentation of information (including voice data, text and images).
Besides, ICT also are diverse set of technological tools and resources used to
communicate, and to create, disseminate, store and manage information (Blurton, 1999).
Furthermore, ICT includes software, such as Excel Spreadsheet, Word processing, Image
Creation, data show, email, and web tools which with all these can improve the managing
data records for this study.
1.2 Why data records is important?
Every business or program must address well-defined objectives which will add
value, either directly to the bottom line or toward the achievement of the organization's
goals and objectives. Records management (RM) objectives usually fall into one of three
categories:
 Service (effective and efficient),
 Profit (or cost-avoidance), and
 Social (moral, ethical and legal) responsibility.

Records management programs must manage organizational information so that it
is timely, accurate, complete, cost-effective, accessible and useable. Better information, at
the right time, makes better business.
