Management Planning PaperThe term management can be defined in many ways, but as stated by Higgins, (1994), "Management is creative problem solving. This creative problem solving is accomplished through four functions of management: planning, organizing, leading and controlling. The intended result is the use of an organization's resources in a way that accomplishes its mission and objectives." (p.7). The planning function of management is important because all other functions of management stem from the planning function. Managers can organize, lead and control only if the function of planning is properly conducted and managed by the organization. This paper will discuss in detail the planning function of management. The integration and differences at various levels of management will be covered. A real-life example of a legal issue will be addressed. This will include what happens when strategic planning is impacted and management needs to implement new planning procedures.Planning definedPlanning is practiced at all levels and functions of an organization and can be broken down into four elements. These elements are (a) strategic, (b) tactical, (c) operational, and (d) contingency planning. "Simply put, strategic planning determines where an organization is going over the next year or more, how it's going to get there and how it'll know if it got there or not. The focus of a strategic plan is usually on the entire organization, while the focus of a business plan is usually on a particular product, service or program" (McNamara, 1999). Once an organization has identified strategic plans, the organization must implement tactical planning. Tactical planning is the major actions used to fulfill its part of the strategic plan. The next step deals with the actual procedures and goals of lower level management. This step is known as operational planning. Once all of these planning stages are implemented the organization must implement a "strategic control system or Contingency Plan. The contingency plan must be in place to assure survivability in the market even if the goals are not met.Planning in managementThe level of responsibility and authority of the staff doing the planning changes the nature of the activity. At the Department of Clinical Investigation (DCI), located on Walter Reed Army Medical Center (WRAMC), the ability of management to conduct planning stems from the department chief's vision, mission and objectives. The process of planning changes within the different levels of management. Senior management is responsible for writing up the organizational mission and vision. Front-line management works the most with employees.Routine meetings to discuss general purpose planning for the chief and midlevel managers occur on a weekly basis. The department chief has termed her weekly planning meeting as the A-team meeting.
