More After School Programs In California

In most schools around California there are some kind of after school activities going on. After-school activities are usually sports or academic related. The kids have fun playing with other kids and are able to get help on their homework. Robert Halpern states that these activities started cropping up in the late nineteenth century after the decline of child labor and growth of education (179). At first theses programs were just individual men and women in a storefront or church letting kids play board games and relax. Individuals and churches mostly funded them, but starting in the late 20th century they started to grow and receive funding from many other places. Until recently the amount of after-school activities provided were growing. With the lack of funding and cost of these activities many schools are cutting back and the first thing to go is these activities. The poor Inner-city schools are taking most of the punishment from this lack of funding. Also the inner city is dangerous place for the kids to be unsupervised. Halpern states “Childhood in the inner-city is increasing marked by chronic but unpredictable physical danger” (218). These kids need a place after-school to develop and grow that is free from discrimination and violence. I believe that inner-city schools in California should offer more after-school activities because extracurricular activities help reduce juvenile crime rates, help students develop social skills more quickly, and help students boost their morale.
The best way to reduce juvenile crime in the Inner cities is to implement more after school activities. According to the Juvenile Crimes and Offenders: 1999 National Report, the amount of juvenile violence peaks in the afterschool hours on school days (64). It also states “57% of all violent crimes by juveniles (i.e., murder, forcible rape, robbery, and aggravated and simple assault) occur on school days. In fact, 19% of all juvenile violent crimes occur in the 4 hours between 3 p.m. and 7 p.m. on school days” (65). This shows that a large percentage of crime happen during the prime after school hours. With extracurricular activities the amount of time the children spend unsupervised is greatly reduced. This reduces the chance they have to commit crimes. Also according to the PROJECT SAFE NEIGHBORHOODS FACT SHEET, after school programs reduce the likelihood of delinquent behavior. There was a test conducted were elementary school and middle school students were interviewed before and after partaking in an after-school program. It stated, “After-school program participants reported significantly higher levels of involvement in constructive activities, using fewer different drugs, and having fewer drug-using friends” (Frabutt and Voignier 2). This shows that the children were less likely to commit drug related activities that to could be a gateway to more violent delinquency.
