Education is considered to be highly relevant on human development. Since the United Nations declared it as a human right in 1948, education is pushed to be available to the people and a priority by the funding of most agencies and the government especially to the poor ones. Building classrooms, provision of books and other materials is often given attention because education is very valued. In the Philippines, education has the largest percentage in the national budget.
Apparently, basic education is very important in a student because it serves as the foundation to a more complex learning ahead of him/her. It is his/her first stage of learning. While there are several factors that are involved in achieving a good quality basic education, it cannot be denied that language plays an important role in understanding the lessons inside a classroom. Here in the Philippines, learners begin their education in a language that they do not understand. Because of this, most students tend to be confused and do not ask any questions. Also, students who are taught in English during their primary education tend to just mimic and stare at the teacher’s explanation because he/she cannot understand what he/she is saying. Students think first on how will they say it rather than what will be the content of what they are saying. Later on, they become uninterested in participating in the class that will lead to dropping out. On the part of the teacher, they cannot tell if he/she did an effective job in teaching because he/she will not get a response from his/her students. He/She cannot determine if which part of his/her lesson is difficult or the language of instruction or the language of his/her activity.
