Education for all or EFA was part of an international movement that was first officially launched in 1990 at a world conference on education in Jomtien Thailand by the World Bank, UNICEF, UNFPA, UNESCO, and the UNDP .goals that were to be reach by the year 2015 were set. This global movement was affirmed ten (10) years later in 2000 in Dakar Senegal at the World Education Forum as it was realize that too many countries of the world were very far off from realizing the goal of education for all, these goal of the Education for all movement which consist of bringing basic quality education for every citizen regardless of their background, four of these goal includes;
Providing better support for young children, their families and wider community, in developmental areas such as physical, social, intellectual and emotional. Special emphasis is placed on vulnerable or disadvantage children like children who live in abject poverty, orphans etc.
All education should be free and available to all. The promotion of life stills or learning skills for all young people. And improving the quality of education that is being taught so that excellence can be achieved. (UNESCO, Education for Rural Development)
To put this in place a number of stakeholders which included the government, civil society groups and development agency for example the world bank join together to achieve these six specific educational goal, to improve the quality of education for disadvantage and vulnerable children, ensuring that every child especially girls and children of different minorities have access to free quality education by the year 2015,
The impact Education for all has had on the need for quality education and the need for standards in ECCE in my country Trinidad and Tobago is unsurmountable not only has it brought in to focus the need for quality education for all and not just a select few i.e. those that can afford it, it has acknowledged that education is one of the basic human rights as outlined in the Universal Declaration of Human Rights in 1948 (Unicef) these rights that were expanded upon in the United Nation Rights of the child in 1989 ( Unicef) which states that every child deserves an education no matter what economical or religious background they are from. It has also been recognize that this education that is the child right should also be of the highest of standards.
