Performance Measurement and Reporting Critique 6For this class we read two articles: Improvements in City Government Performance Reporting by Ken Smith and Lee Schiffel, and Is Public Performance .Reporting Living up to it's Expectations? by Alicia Schatteman. Both articles had a common theme of questioning not only the use of performance management and measurement, but also the initiative of reporting findings.It appears that high quality performance measurement reporting is not occurring throughout our country. The time has come for that to change.It is obvious that the government has not caught up with today's citizen. With advanced technology and education citizens are well educated and smart. They will no longer be satisfied with second-rate reports. Today is the time to advance this. The public sector is dependent upon the citizen's voice. It cannot be responsive without it. With that in mind governments are striving to increase communication between themselves and the people they serve. To better their reporting and communication they need to focus on three steps:ConvergenceIt is time for governments to converge financial and performance reporting. This will lead to a more comprehensive report, which means a high quality report.LayeringReports can no longer be annual. Citizens are now in support of Schachter's three step reporting system that increases in detail. Provide information to the citizen throughout the project so they have time to make their voice heard!TechnologyTechnology is essential in bringing information to the public, and bringing the information to them now! Today information is ready in hours if not minutes; this is no different for the government. The government must be prepared to be available on a 24 hour basis.By following these three steps city and state governments will be able to provide their citizens with a higher quality report. Through convergence, layering, and technology, governments will be able to meet the needs of the citizen, as well as the needs of the city. In no time every city will be providing performance reports at the GOLD level.
