A democracy is “a system of governance in which rulers are held accountable for their actions in the public realm by citizens, acting indirectly through the competition and cooperation of their elected representatives” (Schmitter and Karl 76).
In order to establish a democracy, first the people of Ozland need to elect officials in a democratic fashion. In order to draft a liberal constitution, leaders must be elected. The leaders can then draft the constitution according to the wants and needs of the people. The elections must be “regular” and “fairly conducted and honestly counted” (Schmitter and Karl 78). Most democratic nations allow all natural born citizens to vote, which Ozland should follow for the first election, and then begin to tweak once the constitution has been written. Writing the constitution first would be a difficult task, but could be done. Citizens could come together and agree upon a set of rules for the entire community, however because of the two different ethnic groups, that process could be extremely difficult. My choice to have elections first is to expedite the process. The people of Ozland will be able to elect officials that they feel best represent themselves in order to best make a constitution that will serve the whole population.
The leaders that write the democratic constitution must make sure the constitution is coherent to both ethnic groups, even if that entails it being written in two different languages. It should also promise that public signs, such as street signs, are all written in a common language, if there is one, or two different languages. This needs to be done in order to help the whole nation understand and to ensure that all feel included and not one group is ostracized.
A major concern the representatives of Ozland must consider is the majority’s rule versus the minority’s rights. The major concern is that the majority will oppress the minority’s rights, either by not including them at all and only hearing the voice of the majority or by only including what is convenient for the majority. Another concern is that the minority will be so oppressed that they will try to rise up against the majority. Both are desirable in democracies because the majority of the people’s needs can be met, however the minorities can still have a voice. When the majority includes the minority, democracies can run efficiently without too much conflict, however the majority can’t cater to every need and want of the minority.
