        Introduction

In designing a new system there are a number of issues that need to be addressed. Firstly we need to know the purpose of the system; what it will be used for, how many people wit be used by and an idea of how big the system will be. As stated in the specification there scale is rather large, having to accommodate in the region of 25,000 applicants. In building the new system there are issues related to the infrastructure that also need to be looked at; firstly the cost. We know that the budget for development is generous, but at the same time we also know that the budget for maintenance is scarce. It will therefore be an important issue to take in to consideration the cost of the system as well as future development costs should it need to be extended or repaired. With any system of such size, security is also an issue. With so many personal details being held on a system and even just the purpose for which it is being used means that we would want the system to be secure in a number of ways; this including data integrity and the prevention of unauthorised access. One final issue would be the scope for development. If the university is growing; receiving more applications each year; then no doubt the system will in the future need updating or extending. It is important that the system designed in the first place can do this; without having to redesign the whole system from scratch because the wrong software was used in the first place.
