The current issue is whether the public administrator may want to be the object in the process of democratization. The empirical answers given to the question has two versions. The role of the public administrator in resolving various issues dealing with the process of democratization is quite significant. For example, in developing countries, governments deal with issues on how to reconcile the contradiction between industrialization, new democratic culture, and traditional culture in the country's efforts to develop the economy. Military rulers usually get input in the process of formulation and decision-making by involving the civilian political elite. This is a response to the transition demands on the civil parties as well as political methods to run the demilitarized process.
Based on empirical experience, involvement of the civil party in a military regime was a hint that the regime will follow military rules and not the opposite. In this context, public administration becomes a catalyst for keeping a long perpetuates authoritarian reign. Political reform that exists to this day seemed to be on the right track. But it takes patience to endure and to be consistent in doing systematic measures that needed by the reform process. In Indonesia, the democratization process is not only tested through the direct election of state leaders, but also from the challenge to cope with the national issues in order to compete with other nations.
There are some particular requirements for public administration to be set in the heart of the political democratization movement. The first requirement is being able to run a thorough strategic planning. The second requirement is to have organizational structures which are not too hierarchical as expressed by O'toole. The third requirement is free from materialistic culture and material approach in running public services. Indonesia, in terms of strategic planning, has the experience and the planning institution at the local and national level. Repositioning and revitalizing institutional functions need to be done to make it in line with the context of democracy. Bottom-up planning mechanisms should be done, but not only to seek legitimacy. Bureaucratic culture and structure in Indonesia still requires persistency and patience to gradually change to reduce or even avoid the economic, social, and political cost.
Bureaucratic reform implemented due to the emergence of various problems or obstacles that made the government organizational system is not running properly so the system must be reorganized. The extreme rapid growth of science, information, and communication technology development as well as changes in the strategic environment, demand the government bureaucracy to reformed and adapted in order to fulfill the dynamic public demand. The government must be immediately taken fundamental, systematic, and comprehensive steps so the goals and objectives that have been set can be achieved effectively and efficiently. Reform is a renewal process which is done gradually and sustainably, thus excluding radical and revolutionary attempts and/or actions.
The current bureaucratic government in Indonesia is obese, unproductive, and wasteful. This shows that the bureaucratic reform has been stagnate. The government commitment for reorganized the government to be more effective, efficient, transparent, and accountable is still very weak.
