4. Quality Control
Corresponds to RFP Evaluation Factor 4
(i) Internal review procedures that facilitate high quality standards in the organization.
Quality control must oc¬cur in every step of a project, not just as an inspec¬tion at the end of the deliv¬erable preparation process. During each project, we apply continuous attention to quality control by: (1) preparing frequent interim deliv¬erables, such as draft working pa¬pers, to identify and resolve any quality issues as early as possible; (2) establishing data quality objec¬tives for each task that requires collection of data, to ensure that we have a baseline against which we measure actual research findings; (3) docu¬menting all research findings; (4) performing systematic peer reviews; (5) docu¬menting all interim and final findings and recommendations; (6) soliciting continual client feedback; and (7) applying the highest standards of editorial quality control for all written deliverables. This has helped the team earn high performance ratings from the Air Force.” (Jeff Smoak, President, Advent Environmental, Inc.)

A Registered Professional Engineer, Mr. Lo has 10 (?) years of experi¬ence in managing environmental projects, and a reputa¬tion for deli¬vering high-quality results—on time, within budget, and in full compliance with the all contractual and administrative requirements. For example, on a recent project he oversaw for Robins Air Force Base, Mr. Lo _____________. (**Alex: Please insert a sentence or two that summarizes you success in ensuring quality on a complex environmental project.)
(iii) State whether or not subcontractors are used and, if subcontractors are used, describe the quality control measures the offeror uses to ensure acceptable subcontractor performance.
SES rarely has the need to use subcontractors to perform its work. For projects in which we use a subcon¬tractor, SES as¬sumes full respon¬si¬bility for any work performed by that firm. We require sub¬contractors to meet the same high quality standards that SES sets for its own work. In the event a...
