The Delphi technique is a tool that is used in many areas of study. According to (Nworie, 2011) the Delphi Technique is a research methodology which is used to extract, collect, and determine the opinions of a panel of experts from a given field. This tool is used to seek consensus from the experts and then be able to make predictions or decisions based on the experts’ opinions of the panelists involved in the study. This research methodology is considered to be of importance as it is based on the premise that the collective opinions of efforts panelists are of richer quality than the limited view of an individual. The Delphi Technique was developed by Helmer and Dalkey at Rand Corporation during the early 1950s so as to be able to explore the trends in technology and science.
According to (Stitt-Gohdes & Crews, 2004) the Delphi technique is a structured communication process which is designed to produce a very detailed analysis of the topic and or problem of the discussion from the participating group. Companies and educational institutions are still concerned about the wants and needs of consumers and students. However, in career and technical education as well as in business, research is often times carried out using a quantitative method, by using surveys to seek answer to several different questions. There are occasions where one wishes to get an opinion from experts especially to have a consensus from a group of experts and not just a market analysis. There is rapid change in today’s workplace and it becomes necessary to investigate the future trends and needs in career and technical education. The use of the Delphi Technique affords the researcher such an opportunity and the ability to combine the reports or testimony of a group of experts into one statement.
(Stitt-Gohdes & Crews, 2004), reported that there are three different structures of the Delphi Technique; Policy Delphi Model, the Trend Model and the Structural Model. The aim of the Policy Delphi model is to discover the strongest arguments regarding the pros and cons for a specific policy issue. The structuring model allows participant to individually express independent relationships or judgments but then are used to produce a whole model or a system. Most important to the use of technology today is the Trend Model, this deals with a specific trend that is of concern to the group and the participants predict where that will go in the next five years. Any assumptions and uncertainties are also identified when making the projections. This model can be especially important as it relates to the emerging technology and the use of computers and technology as a whole. Evidence of this model is seen in the Horizon Report – 2014 Higher Education Edition.
(Stitt-Gohdes & Crews, 2004), further commented on previous researchers work as it relates to the use of the Delphi Technique in technology, education and other fields. It is used to determine entry level workplace skills and...
