The company employs 550 people with projected annual earnings of $46 million. Riordan has facilities in San Jose, California, Albany, Georgia, Pontiac, Michigan and has been very successful after moving their fan manufacturing operations to a facility in the Hangzhou Province of China. Over the past year, the Chinese facility has prospered to the point where the chief executive officer Michael Riordan decided to look at opportunities for the company to expand the facility to provide additional components internationally, (University of Phoenix, 2010). The new facility is complete, the only missing piece to the expansion is a personnel management plan. This paper proposes a solution to help Riordan develop cross-cultural management tactics that meet strategic goals. Additionally, the effects on management functions created by cultural dimensions, additional challenges created by cross-border external environments, and the requirements necessary for successful management of the global business will be addressed.Situation AnalysisIssue and Opportunity IdentificationChallenges exist that must be overcome to accomplish the company's organizational goals. Because of the competition in the local Chinese province, the first issue addressed is the lack of Chinese skilled workers available. However, "foreign labor in the form of Pakistanis, Indians, and Koreans in Hangzhou and the nearby provinces" are available. The concern of cross-cultural issues have arisen that could affect the production and delivery schedules for the new facility, (University of Phoenix, 2010). Riordan has the opportunity to research the diverse cultures because the power distance of each country could affect the different cultures. "Countries in which people blindly obey the orders of their superiors have high power distance," (Hodgetts, Luthans & Doh, 2005, p. 102).Because of the relatively high-power-distance of Pakistanis, Indians, and Koreans compared to that of the United States, Riordan must adjust their strategies and practices to correspond to the power distance at the facility in China. Riordan has the opportunity to train their culturally diverse workforce to think out-of-the-box rather than blindly following orders (University of Phoenix, 2010).Because of the effects on management functions created by cultural dimensions such as planning, scheduling, and communication factors, Riordan must address the various work values of its employees.
