Should The Gaokao Regional Policy Be Abolished?

1671 words - 7 pages

“What? It cannot be true,” I said. Before I transferred to the Ohio University, I was a college student in the Tianjin Normal University with mathematic major. My classmate and roommate Xiaolin Zhou, a student who comes from Shandong Provenience, has a higher admission score which also can be called as Gaokao’s score than me, and the difference between the score is more than one hundred points out of the seven hundred and fifty points. But, the result is that we were in the same university and enjoyed the same education resource. I was shocked by this reality. To be honest, I thought I was so lucky that I was born in a municipality. However, when I saw her disappointed face, I realized that the problem of whether the regional protection policy should be used in the Gaokao has become a huge controversy in China.
According to the Museum of Learning (2010), “the National Higher Education Entrance Examination, or commonly known as “Gao Kao”, is an academic examination held annually in the mainland of the People’s Republic of China, and this examination is a prerequisite for entrance into almost all higher education institutions at the undergraduate level” (“Museum of Learning,” 2010). It is also an exam famous for its difficulty and the large number of participants. Just because of the large number of participants and the vast territory, we have the regional protection policy to protect the students from some areas. As showed in the Chronicle of Higher Education (2010), people who are the residents of the four municipalities directly under the Central Government, including Beijing, Tianjin, Shanghai, and Chongqing or the special area such like Tibet and Xinjiang can enter a good university with a lower score (“Chronicle of Higher Education,” 2010). As a student from Tianjin, the regional protection policy will not disturb me. But, as a student from China, I strongly believe that the regional protection policy should not be used in Gaokao.
First, the regional protection policy in the Gaokao is unfair for the students. According to the Chronicle of Higher Education (2010), the grading system for the Gaokao has historically been complex, opaque, and based on residence rights. “Municipalities first set a local-student quota for each college and major, and then work out what portion of students to take from other parts of China” (“Chronicle of Higher Education,” 2010). For instance, as showed in the research by New Zealand Ministry of Education (2009), “In 2006, the minimum score to enter a key university in Beijing was 516 (Gaokao scores run to 750). In contrast, the minimum score for Henan province was 591” (“New Zealand Ministry of Education,” 2009). Under this policy, the students from other parts of China will have less chance to enter a good university. It is unfair for the students who have paid the same effort as municipality’s students and cannot enter the same university. Therefore, all the students should have the same chance to go to the...
