When attempting to acquire a group of employees with the necessary skills required to work together to make the organization better then the sum of its parts, understanding the importance of human capital is tremendously important. Given today's economic slowdown organizations have no trouble establishing a large pool of applicants to choose from. It is up to the human resources (HR) department to identify the abilities and potential of these applicants in order to fulfill the human capital needs of the organization. Human capital refers to the organizations employees in terms of experience, training, intelligence, relationships and insight. It is equally important for HR managers to insure that the selection process, and tests used are not unfairly biased against and groups. (Noe, Hollenbeck, & Gerhart, 2007)According to Noe, Hollenbeck, & Gerhart, (2007) the first step in creating a staffing plan is to forecast. "Forecasting is the attempt to determine the supply of and demand for various types of human resources to predict areas within the organization where there will be labor shortages or surpluses" (p. 136) For Bridgestone when opening the companies newest distribution center (DC) in Jacksonville, Fl much of this work had already been completed. Since the Jacksonville DC took over operations from the Albany, GA facility Bridgestone started knowing the workload and staffing needed to accomplish day-to-day operations. Bridgestone could also pull information from the DC in Ontario, CA since this DC operated using the same system for order selection, receiving, and inventory control. By assessing how efficiently current goals are being met, Bridgestone will be able to determine labor shortfalls or overages. "Based on forecasts for labor demand and supply, the planner can compare figure to determine whether there will be a shortage or surplus of labor for each category." (Noe, Hollenbeck, & Gerhart, 2007) In the Jacksonville DC Bridgestone was looking for employees who could be flexible (inconsistent hours, ability to use multiple pieces of equipment, cross training by departments) giving supervisors the ability to move personal as often as necessary to accomplish the days goals. The Jacksonville DC is separated into six major areas, shipping, reviving, transfers, auto, inventory, and office.The office has the responsibility of making delivery appointments, assigning delivery routes based on store locations, customer service, HR, and operations. The office has accounts for 13 of the DC's total head count, from the DC and HR managers to general clerical workers. This number allows for office personal to accomplish their assigned tasks in with out accruing overtime.The automotive department receives, picks, ships all forms of automotive accessories used by company stores throughout the DC's coverage area.
