2006I.IntroductionIn today globally competitive marketplace and a continuing shortage of skilled workers, companies have two major challenges regarding their employees. First, they are to obtain the best people to strengthen their whole business lines. Second, once companies obtain the best people they can hire, the challenge shifts to how to retain them.In a simple sense, human resource management (HRM) is a way to get things done through people. Throughout the history of management, HRM has always been essential part of management's role and responsibility. Experienced managers often say 'people are our most valuable asset'. These managers realize that employees hold the most powerful influence of whether the actual production will go as plan or not. Ironically, many HRM scholars and practitioners state that most of employees and professionals remain under valued, under trained and under utilized.Under such circumstances, it is the responsibility of human resources manager to create competitive environment that values employees including providing suitable staffing needs.In Strategic Management: Concept and Cases, David (2003, pp.262) says that costs for alternatives strategies proposed during strategy formulation and developing a staffing plan for effectively implementing strategies.Concerning the staffing plan, this paper will discuss the example of staffing planning in a multinational company. The chosen company is Hewlett-Packard, which most of us know Hewlett-Packard as a manufacturer of computer hardware. In fact, Hewlett-Packard (www.hp.com) is a multinational technology company that has six business units: the Imaging and Printing Group (IPG), the Personal Systems Group (PSG), the Enterprise Systems Group (ESG), HP Services (HPS), HP Financial Services (HPFS) and Corporate Investments.II.Staffing Plan of Hewlett PackardII.1Steps of Staffing PlanStaffing plan is a decision that human resources manager should perform in order to achieve a corporation target. Considering the importance of staffing plan in organization, therefore, the staffing plan becomes critical elements that determine the success of a project or a business.Therefore, the first step of staffing plan is to determine the objective of a project or business units. Once the objective is determined, the next step is to define the staffing needs. In this step, the organization should clearly define the particular skills or characteristics that staff must have.
