This paper will discuss two unethical incidents which occurred with U.S. State Department employees and touch on what could be possible systems of inquiry relating to the incidents. One incident involved an American diplomat and was surrounded by scandal within the consular section of the State Department. The other incident involved foreign nationals at an embassy overseas.One point which is made within the code of ethics for Government service suggest that no Government employee should "engage in no business with the Government, either directly or indirectly which is inconsistent with the conscientious performance of his governmental duties".[Source: U.S. House of Representatives Ethics Committee]The first problem encountered involved a million dollar U.S. visa scam. An American diplomat in charge of adjudicating U.S. visa requests at the embassy was involved in selling visas to the people of Guyana. When the officer was arrested he possessed more than a million dollars and at least 10 gold bars in profit for the sale of U.S. visas.http://news.bbc.co.uk/1/hi/world/americas/684843.stmThe second situation involved local hires who were inappropriately using Government computers to download, view and distribute pornographic material.The code of ethics for Government employees (local hire or American staff) serves as a code of conduct that clearly clarifies the dos and don'ts and responsibilities of an employee within the Government. I see the code of conduct as a kind of how to guide. It offers guidance on how we as employees are expected to behave on the job. In situations as what's mentioned above a system of inquiry is often used in the decision making process.Most employers, including the Government, set their expectations high when trying to select the right individual for a job. Private industry and Governmental organizations hope to find men and women with integrity and values and utilizing a code of conduct to get their agreement on that course of action."A code of ethics fulfills many purposes within an organization.
