Cars production development is very noticeable. People nowadays are trying to purchase or develop cars, and devices that are less harmful to the environment, and use alternative power sources other than gasoline and petroleum, which are the main causes for environmental pollution. According to the documentary Who killed the Electric Car? Shown in class, the narrator mentioned that, "for every gallon of gas we burn to power our cars, we add nineteen percent of carbon dioxide to the air." Carbon dioxide emission causes many issues related to the health of both children and adults. Another factor was the suppliers to the auto industry along with the CARB zero emission law. As declared in the film, the car price was not expensive, its cost was about $ 250-$300, and so many consumer and college student were attracted to the new car and its low price. The need for the car increased as it met the expectations of the consumers. The woman that purchased the car in the film said that the car was just as what she dreamed of, it is cool, light, and fast. Another consumer said she is not good with the mechanics of the car, but the electric car was easy to drive, and the only thing that it needs is charging. However, the electric car production companies experienced an excess demand (a shortage) due to the law enacted by CARB. David C. Colander the author of Macroeconomics defined shortage as, "Quantity demanded is greater than quantity supplied.” Which also means “There are more consumers who want the good than there are suppliers selling the good" (89). CARB thinks that the use of electric cars causes pollution to the environment. They issued the Zero Emissions Vehicle (ZEV) Mandate for the electric car manufacturing companies. The argument was about whether the electric car makes pollution or not. Ozzie Zehner, in the article "Are Electric Cars Really That Polluting?" claims that, "Electric vehicles use more toxic compounds and processes in their manufacture than is generally understood." In addition, he quoted "the National Academy of Science (NAS) assessment of the Hidden Costs of Energy” arguing “Lifecycle health and environmental damages of an electric vehicle are actually greater than that of a gasoline-powered car."
