Impact of Globalization on the Employment Relations between China and Japan
The advent of the technology, communication, and internet orchestrated globalization is associated with increased international business competition and institutional or cultural diversity (Phillips & Eamets, 2007). This phenomenon has necessitated the demise of the ancient three Chinese ‘socialist superiority’ irons (i.e. rice bowl, wage, & chair) IRs styles and replaced them with models influenced by Japanese, European, and US employment practices. Arguably, this portends a ‘race-to-the-bottom’ for the global economy (ed. Pilch, 2007). Therefore there is an ever increasing need to establish global TUs to lobby states and international agencies like the International Labour Organization (ILO), World Bank, the International Confederation of Free Trade Unions (ICFTU), and IMF to institute best practice standards that will enable fair competition, redistribute international wealth, investments, employment income, and support the growth of small enterprises in Japan, China, and other developing countries (Mather, 2005; Taylor, 1999).
As noted above, although concerted efforts by national federations, international agencies, and other labor advocates to institute labor transnationalism have registered lukewarm progress towards forming an ‘Asia-Wide Union Council’, this endeavor has had its fair share of challenges (Kuruvilla, Das, Kwon, & Kwon, 2002). The barriers to Asia labor unionism include restrictions by national legislations, insufficient funding, and lack of support from states and business executives due to risks related to industrial stability and bargaining that such regional TUs may eventually wield (p. 455). Besides such skepticism, the IRs model adopted by China and Japan have as well been associated with a few structural problems that have rendered them ineffective in addressing employee rights and interests in this increasingly globalized world (Fang & Meiyan, 2012). While China has been associated with bureaucratic rigidity, an upsurge in labor disputes, and strikes especially in 2010, and the state’s deliberate policy to centralize its IRs system; Japan’s flexible-workplace model has been linked to inherent conflicts between male (i.e. regarded permanent workers) and female (i.e. source of secondary labor) employees, difficulties in changing jobs, and cultural problems associated with internationalization of Japanese enterprises (Nakamura, 1993; Fang & Meiyan, 2012).
Internationally, the labor market has witnessed marked declines in trade union and employer organization densities. According to 2004 statistics, trade union density was highest in Denmark (80%), China (38%), Japan (19%), and India (2.6-6%). Conversely, the employer organization density was highest in Austria (100%), Poland (20%), European Union (EU) (55-60%), and China at about 61 percent as of 2004 (Philips & Eamets, 2007). In another statistic, from 1980-95, China and Japan’s levels of union influence (i.e. collective bargaining coverage) averaged 15.10 percent and 24.00 percent respectively (Kuruvilla, Das, Kwon, & Kwon, 2002). In summary, the Asia region has recorded a mixed performance with respect unionism density levels in comparison to their EU counterparts: increment (i.e. China & Malaysia); stability (i.e. India & Singapore) and decline (i.e. Japan, Australia, New Zealand, Sri-Lanka, & Fiji) (Macdonald, 1997).
