For long time Israel was suspected in embezzlement of South Lebanese water during the occupation of water called safety strip from 1978 to 2000. In the report of UN experts presented at the annual meeting of the Economic and Social Commission for Western Asia ( ESCWA) in Amman in May 1994 , it was reported that since the establishment of this zone “Israel was annually pumping water from Litani to its territory with pumps installed at the bridge of Khardali, in a volume of 150 million m3”. Kinneret level fluctuations - as it is called Sea of Galilee in Israel - are reflected in the water supply for almost all regions of the country, so in Jerusalem is very attentive to this issue and nervous whenever, for whatever reasons, the lake level is lowered.

3. Prospects for cooperation
Even though prospects for cooperation are rare, the government officials of Israel, Jordan and the Palestinian Authority had signed an agreement to build a Red Sea-Dead Sea water project that is meant to benefit all three parties (Havel, 2008). The key segments of the cooperation are approaching the fact that the region is facing acute shortage of clean fresh water and fast reduction of the water in the Dead Sea. It has been expected that with such agreement, the new desalination plant would convert salt water from the Red Sea into fresh water for use in southern Israel and southern Jordan. This is a serious prospect for cooperation and future reconciliation in the region. Preferential prices for selling/buying water are also part of such agreement that would increase the cooperation between the countries in the Arab peninsula. The agreement has been signed at the Washington headquarters of the World Bank, a sponsor of the project and this represents the role of the international organizations in the cooperation process in regard of water.
